Macau-Hengqin University Town set for postgraduate launch next September

Postgraduate education programs are planned to launch in September next year for the development of the Macao-Hengqin International Education University Town, with a target of 1,200 students in its first year.

During the announcement of this year’s Policy Address, Chief Executive Sam Hou Fai revealed that the government is actively promoting the construction of four major engineering projects for the University Town.

The projects will be carried out in three phases.

Phase one involves the school establishment period, utilizing existing facilities in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, and will accommodate the University of Macau (UM), Macau Polytechnic University (MPU), and Macau University of Tourism (UTM) as they begin operations.

Phase two will involve the construction of UM’s Cooperation Zone Campus, and phase three will cover the construction of the Cooperation Zone campuses for MPU and UTM.

In addition, the CE stated that the development of the Macau Pearl River West Bank International Air Transport Hub will focus on advancing the main structural work of the Hengqin Front Cargo Terminal, establishing an efficient transport system connecting Macau International Airport with the Hengqin cargo facility. Ricaela Diputado

City leader gives more details on Hengqin university town

Three public universities in Macau have been officially earmarked as the first to join an initiative designed to build a ‘university town’ on Hengqin island.

The three institutions — University of Macau (UM), Macao Polytechnic University (MPU), and Macao University of Tourism (UTM) — were named during Chief Executive Sam Hou Fai’s delivery of the 2026 policy address on Tuesday.

Announcing the plan to lawmakers, Sam explained that there would be three phases of implementation.

The first phase – beginning in September 2026 – will involve some 1,200 postgraduate students who are expected to receive education on the island.

The second phase is primarily dedicated to the expansion of UM’s existing campus, while the third is focused on MPU and UTM.

The decision to establish a Hengqin campus for these universities comes as Dezhi Plaza, or 德智廣場 in Chinese, sits idle amid limited interest from prospective occupants.

According to real estate promotional content, this commercial compound covers a floor area of 49,000 square metres. It is located diagonally from the neighbourhood designated for the Macau community.

The repurposing effort – fully backed by government capital – is aimed at 13 buildings.

By the time it is completed, a high-rise teaching and office complex, an apartment block, a multi-storey hotel, and 10 low-rise teaching facilities will have been built.

Construction on the UM part has already commenced, with the RMB7 billion project expected to be finished by 2030.

Sam on Tuesday also announced that lower secondary school, also called by some junior high school, would begin at the school for Macau locals in Hengqin.
